Unfortunately, asbestos can be hidden almost anywhere.

An Asbestos Audit will identify areas with potentially Asbestos Containing Material (ACM). Asbestos is found in cement sheets installed as ceiling and wall cladding and roof sheeting. Other products known to contain asbestos are vinyl tiles and vinyl sheet coverings and their adhesives, electrical componentry, mastics, fillers and putties, to name a few.

An Asbestos Audit will identify asbestos-containing materials that might be present in:

  • external and internal wall linings / eaves / ceiling lining
  • corrugated roof material cladding and shingles
  • insulation in general (all industries)
  • thermal insulation & fireproofing products
  • mastic products and expansion joints and sealants
  • lagging on pipes in ships, processing plants, or in factories.

Asbestos management regulations vary from state to state. However, compliance with WHS Regulations is the responsibility of the PBCU, duty holder or property owner.

Businesses, workplaces, and asbestos

An asbestos assessment and an asbestos register are required for all buildings and items of plant constructed before 2004.
If asbestos is identified in the workplace, duty holders are required to:

  • obtain an asbestos register detailing the type of materials containing asbestos
  • prepare an asbestos management plan
  • control and manage asbestos-containing materials
  • ensure a fully trained and licensed removalist is used
  • monitor employees health

Asbestos in the Construction Industry

The good news is that if a building is a new build, it is most probable there are no asbestos-containing materials on site. Therefore, an asbestos audit and register are not required. However, properties built before 2004 most likely have building materials containing asbestos throughout. What is Asbestos?

To put it simply, asbestos is a rock forming silicate. The most common silicate is quartz. However, asbestos is special because it is not solid but consists of fibres. These fibres, once disturbed or broken down can become a health hazard.

Is Asbestos still a problem?

Unfortunately, yes. asbestos was used over many years and in over 3000 products and applications.

What is Asbestos Management?

Asbestos management involves the identification, sampling, analysis and removal management of potentially asbestos containing products and substances. HSE Australia have expert knowledge of Asbestos Management and the regulatory framework in which it is managed. Asbestos Management is regulated under Work Health and Safety legislation in each state of Australia and the Commonwealth. Legislation places responsibility on a ‘persons conducting a business or undertaking’ and others in the workplace to ensure the legislative requirements of Asbestos Management is compliant. This is from Asbestos Containing Material identification, documentation (Asbestos Registers and Asbestos Management Plans), through to asbestos removal.

Is an Asbestos Register required?

An Asbestos Register is required for workplaces built before 2004; this would incorporate buildings, structures and items of plant and equipment at the workplace or if asbestos is likely to be present at the workplace from time to time. The Asbestos Register formerly documents the location, type, and condition of the Asbestos Containing material. HSE Australia have conducted thousands of assessment audits of buildings and are experts at the audit process. The asbestos register document must be accessible to those at the workplace who carry out work at the property. Asbestos Registers must be reviewed and kept up to date.

Where is asbestos found in a property?

Asbestos can be found anywhere in a property. Asbestos was used in over 3000 building materials until it was banned.

Can asbestos be assumed to be present?

Suspect Asbestos Containing Materials can be assumed to contain asbestos and managed accordingly. HSE Australia are experts in determine what a ‘suspect asbestos containing material’ is. As many materials formerly containing asbestos are now made with no asbestos content, a visual assessment to deny asbestos content in a product is not satisfactory. Under safety regulations this can only be completed in a NATA accredited laboratory. HSE Australia is NATA accredited to assessment materials for asbestos content or otherwise in materials (Asbestos Test)
